Deltek’s Insights and Implications: FY 2019 Federal Budget Request analyzes the proposed program investments and policy directives within the Trump Administration’s $1.3T discretionary budget request, which includes the additional $152B in discretionary funding from the Bipartisan Budget Act of 2018 and the $82.8B Information Technology budget.
This second request from the Trump Administration reintroduces key programs and agency reforms introduced in the FY 2018 request. The Bipartisan Budget Act of 2018 reset discretionary budget limits, and provides the administration with the opportunity to reset funding levels for top priorities, such as national defense and force readiness, public safety, veteran care, addressing the opioid epidemic and border security. As a mission enabler, the administration continues to emphasize IT modernization, presenting potential opportunities in cloud computing, automation and cybersecurity.
The administration’s emphasis on national defense remains the same, and efforts to downsize select civilian agencies and initiatives continue. Agencies such as DOD, VA, DHS and DOJ, with missions critical to the White House and Congress, will continue to see growth in key areas. Nonetheless, conflicts may remain regarding allocations to specific programs and objectives.
The administration plans to fully utilize the $85B in additional defense funding provided by the Bipartisan Budget Act of 2018, but only plans to leverage $540B of the $597B allotted for non-defense activities.
Increases in Defense pave the way for new requirements in training, munitions, facilities operations, research, cybersecurity and business operations.
The FY 2019 budget sets the stage for the administration’s upcoming IT management agenda, which will focus on IT modernization, modernizing citizen-facing services, improving data analytics and reporting, improving cybersecurity, cloud adoption and increasing the government’s buying power.
